The topology of the ground can make mowing tough.
-Try staying at right angle to the slope, or if you can do that without tipping over try not going all of the way down (backing up back up or down the hill) and then do the lower dip part at an angle.

In this case your tires could be low or the ground soft from rain to your riding lower. Your blade could be dull here as well so it isn't cutting cleanly (other than hitting the ground).
