Why is my phone making noise but won't turn on?

I shattered my iPhone 4 screen and I disassembled and reassembled it myself. I fixed my screen but the phone will not turn on. However, it keeps making this weird beeping noise when I put it on the charger. What does that mean? I would've took it to a professional but they tried charging me $150 just to get a new screen.
