By convention, black is ground, so that would make the other wire +16.5VDC -- therefore, the black wire is the outer pins and the green/brown wire is the inner pins. However, in order to avoid blowing up your expensive computer, please double-check the polarity of your power supply using a voltmeter.

(Wikipedia also says that your power supply may measure +6.86V with no load -- so the important thing to measure is the polarity.)
