First try to leave the phone for more than 6-8 hours charging with a quality charger, the original or better.
If this does not work, try to change the battery.
If it still does not work, you could try to connect disconnect screen, but that red led in Xiaomi usually indicates power problems, especially in the mi4, but mi3 is very similar (they even use the same Rom)
It's easy to dismantle and it's worth it. I still keep mine in case my MI5 ever fails
