No Power But Magsafe Turns Green and will Charge Battery

Hello everyone I am new to these forums and am new to fixing Macs all together so please bare with me. I bought this MacBook for the purpose to learn the hardware and how to fix them.
The problem is the macbook will not power on. The magsafe will turn green when plugged in and when a good battery that needs charged is inserted the magsafe churns amber. I tried a known working topcase but no power and I have tried to power the machine by the board itself and no go. Is the logic board dead? Did I miss anything? I also tried a good stick of ram in each slot and still no go. I do not see any evidence of liquid damage on the top of the logic board.
