The problem seems to me a bit earlier than the computer's BIOS level and absolutely not in RAM. Hardware problem of the voltage converter and short circuit in the conversion circuit. I do not know how the voltage supply in Dell is solved (I do not repair Dell) but it must be an interface that regulates the operation in front of the battery and behind the wall power supply. There will be a problem here. Usually such an electronic board costs a few dollars, max 20. Electronics repair may be a bit more expensive. Look for a broken counterpart (if you want to play with it, which I recommend) - inside you will find the replacement element I am writing about or find a good repair service. However, if you remove the board from your computer yourself and take it to a repair shop, the repair and soldering of the damaged element itself will take about 20 minutes and should not cost more than a few dollars.
