I can’t directly answer what’s going on here but we look at the these two spaces differently. The negative side connections are often filtered to ground to prevent noise from either entering or exiting the circuit.
Just like your AC outlet/line cords the Neutral side is not the same as the Ground. Each is treated differently, and yes there is a point where the two come together in your breaker panel.
