I've tested the power supply - 19v

I've tested the power coming into the mainboard from Charing point - 19v

Power coming from battery to mainboard - 15v

No charge into battery as tested at multiple intervals.

I this more then likely a PCH problem? I'm thinking maybe a short somewhere on the board.
