ChomeOS systems do not have a traditional BIOS/UEFI menu system like a standard Windows/Linux system do. Instead they use a modified version of the Coreboot firmware. The only way I understand to be able to enter any form of BIOS menu is to replace the firmware with a modified/hacked version which is not recommended as it can brick the system and make it unusable.
