Try starting the phone in [https://www.att.com/device-support/article/wireless/KM1320238/Motorola/MotorolaXT21313|safe mode] and check if both the cameras work OK.
If they do then a ''downloaded app'' is the cause of the problem. The trick is to find out which one. You will need to uninstall each downloaded app, one by one and then test the phone in normal mode between each uninstall to find out if it is working OK or not. When it does then the last downloaded app that was uninstalled was the cause of the problem. A ''downloaded app'' is one that you downloaded and installed on the phone and wasn't pre-installed on the phone when you first got it.
