Why my charging station output is just around 3v?

The output voltage of the charging base measured with a voltmeter is around 3v (2,88 actually). Should it be at least 14,5 as stated on its bottom?

+I just read somewhere around here that 2v might be a voltage set to detect the mop. When it runs across the mop it like knows it’s docked there and should built up to 1.5 amps resulting in 14.5 volts or something like this. Maybe there’s something wrong on the PCB which I examined, cleaned and on which connectors I applied some good old WD40 (for contact) without any luck.
