I'm afraid that if you bought the phone second hand and are trying to unlock it, if you know the person you got it from you can ask them to unregister the phone on the profile under devices. Failing that there are ways to reset the phone using somewhat "dubious" methods. Do a little googling and research ways to unlock a icloud locked phone. They are out there and can be somewhat complicated but if you can't get it unlocked via the first way I mentioned, you really have nothing to lose to try out the other way. Or you could always make it a drink coaster...LOL. Good Luck!
