Why is locked Mac under my iCloud?

Hi I bought a locked Mac.

And I don’t know if it’s activation lock or not. But I tried the reset asistant and I tried signing with my iCloud. It didn’t unlock the Mac but now the Mac is under my iCloud account. But not in my find my. Does that mean that the activation lock is disabled?
