If you haven't already done so, try uninstalling the keyboard drivers in ''Device Manager > Keyboard'' and once they're uninstalled, close all open windows and then restart the laptop in the normal manner.
During the following restart, Windows will reinstall the drivers again. Check if the problem is still there or not.
If the problem is still there then it's a hardware problem and replacing the keyboard is probably the way to go.
