Dell's touch panels tend to be assembly only and they're almost all assembled in such a way there's no good way to open them and just swap the fused glass and screen so theyr'e not cheap :-(. They can be $300 or more, dependent on the panel resolution and laptop. You'll probably have to replace the assembly as a complete unit.

Use [guide|156871|this guide|new_window=true] to get the laptop open enough, and you will have access to the base hinges. Once you have that done, you can disconnect the wireless antennas and then put a new assembly on the laptop.
