When the battery runs out, I charge it then try to turn it back on. When I do so, the phone pauses on the android "eye" for longer than normal. What's wrong with it?

This is normal for the Incredible 2. When the battery has to charge from 0%, it will take longer to turn back on and will stay on the start-up screen for a longer period of time. The phone will restart normally afterwards and will act normally.

@Jonatha Morsch, read the question a bit better. Focus on what is explained already. "I charge it then try to turn it back on. When I do so, the phone pauses on the android "eye" for longer". When you say "The phone will restart normally afterwards and will act normally." explain to me after what. charging? The OP stated it was charged.......Your answer is very unclear and not very concise, a bit wishy washy :-) nice try!
