MacBook Pro 2019 can't handle Photoshop? Or am I crooked?

In 2019, I bought myself a poppy after working in the office for 12 macmini.
McMini had NO discrete video, 8 RAM. I3 processor in my opinion. Worked with an external SSD.
In short, in terms of characteristics, it was weaker than my mac now by 2-3 times.
I liked worked on macmini very much, everything quickly, Photoshop did not lag.
Then I quit my job, but I still had to tinker with the Photoshop layout, and then some kind of game began.
On a MacBook, the same source works just awfully. Everything lags and farts. I wore it for repairs - the first time my motherboard was replaced under warranty (as if the voltage was not the same), but even after that everything remained as it was - bad. Then I literally bored 5-6 offices (including the officials), they ran tests / renders and none of them found any problems.
Conclusion: According to the service center, the MacBook is now working properly and working as it should, BUT ....

Yes, the layout is heavy. Yes, lots of graphics and smart objects. But the paradox is that it works perfectly on weaker machines.
By simply starting the program, the temperature rises sharply to 60-70 degrees. If the computer is turned off for 2 days, then when turned on, the coolers will spin at maximum speed, although the computer is cold.
TurboBoost is not affected by anything, it works normally, by itself and without me.
I work with an external monitor 1920x1080 and nothing more. The video was recorded from him. The influence of retina is excluded.
I already installed clean OS, both new and old, and went through a bunch of versions of fsh (both pirates and paid for a subscription), checked the settings, turned on / off discrete video in fsh - it does not help. Even that mini was reset to zero. + Then I tested the same layout on a PC with characteristics EVEN worse than that of the MacMini - everything is fine.
The bottom line is that I have a computer that, according to its characteristics, is ready to do a lot. But in fact, this is such a flounder ...
What could be the problem?
