My iPad 4th gen 16gb wifi won't turn on at all or show that it is charging when plugged in with a perfectly working battery, i'd like any help i can get.

Sounds like a faulty battery. I had one of these go out on me in a similar matter, I'd recommend trying to either DIY repair it or send it to a shop to be serviced. Personally, I wouldn't send it to Apple since they would likely tell you to buy a new one and only offer some form of data recovery.
