When you say the touchpad isn't working, do you mean it won't physically click/move, or it clicks but the device doesn't seem to register it at the software level? If the former, especially in light of the high fan usage, it is possible the battery has swollen - necessitating removal/replacement. Please provide make/model of your tv, as there are currently some tvs that don't require backlights (such as OLED), which may mean the issue would require a different solution, depending on your particular tv. There could be a few possible causes for this. One possible culprit could be a dead battery - either just bad or simply not being charged. To test this, remove the battery (HP Maint. If so, then a simple battery replacement will resolve this. If it still won't power on, then I would look at the charging cable itself (perhaps try a different one if available, or if you possess the necessary tools you could test it to determine it is functioning correctly), then the motherboard starting with the AC port. I also am wondering if you have reached out to HP support and if so, what they advised. One other possibility comes to mind (assuming the laptop still doesn't power on with battery removed), though since you asserted the OS/etc is up to date I admit this is fairly unlikely - I have seen various laptops (differing manufacturers - Alienware/Dell, HP, etc) actually stop...

According to Microsoft's support page (https://support.microsoft.com/en-us/windows/change-your-pin-when-you-re-already-signed-in-to-your-device-0bd2ab85-b0df-c775-7aef-1324f2114b19#WindowsVersion=Windows_10), you should be able to go through their process to reset your PIN. In addition, if you login with your microsoft (some permutation of your microsoft/outlook email address) account (as opposed to a local login which would be a standard username) you also may have an option to reset/login to the laptop via your microsoft account/authenticator.

Precaution: You should make sure that you have set and signed up Google account before your phone was locked and you should remember the password of the Google account. Step 1 Input any password arbitrary and the system will alert you that you have typed the wrong password for 5 times. Try it again 30 seconds latter. Step 2 At this moment, you will see "Forgotten the password" on the lower left corner of the unlock interface. Input the Google account and the password and you can have your phone unlocked.
