No the iPhone 7 and above have a T2 like chip in the processor that means you would have to replace the inter PCB with a new one so challenging the cpu and the flash chips portably brining the device prematurely but I could be wrong.
when the os does not load and all you get is the logo repeatedly booting: 1 pop out the back plate, and then the screw connecting the battery. 2 just unplug the sensor cable and snap it back in. make sure the iPhone is connected to a power source (though not pertinent if the battery has enough juice) From (iPhone4 won't restore and shows Error 21)

I use to have this problem with my 6s and my normal fix is to remove the sim restart the device and put the sim back in. If this doesn't improve try doing the same thing but instead of restarting try factors resetting the device.
