The battery health information is stored in a chip installed in the battery assembly, not the laptop. Unless you have access to some engineering program. You cannot factory reset this battery health information. Same even you reinstall the OS. Some laptop eg ThinkPad has power management utility which allow you to recalibrate the battery status. This is simply by discharging then charge the battery again so the chip will measure the actual battery capacity again. This does not reset the battery charging cycle count and more then often, you will find after calibration, the new capacity reading will be lower then before or reflect battery as defective.

Usually this is due to bad charging circuit in Thinkpad. If you have a meter, remove the battery and you will see a set of connector from Thinkpad to battery. The first 2 slightly longer connector pins is Negative. The next 3, you should get 3.3v when power adapter is plugged. If one of them is missing, your battery would not charge.
