23" Cinema Screen Flashes from blue to desk top image contineously

23" Apple Cinema display with new power supply. Screen cycles from blue to desktop image ~ every 1,500 ms.

Hi, Just wondering if the blue screen is an indicator of loss of signal? Can you try a different signal input type and see if it works?
