When I click an application it turns green & I have to click two more times to go it also it won't let me slide down/go down to other settings in settings.

Areli Keller could be software issue, for that try a factory reset. Careful, you will lose all your files. Back up your files first. If that does not work it is entirely possible that you have a bad digitizer. This video should be pretty identical to what you need to do to replace it. If unsure consider having a professional do it for you.
