I plugged my phone to portable charger and it ran out of power and turned off so I plugged it in my phone charger for about 3 hours I tried to turn it on and it won't turn on it's completely dead and it never charged for those 3 hours

You could try another charger but if that doesn't work I wouldn't spend the money to repair it unless you have data on the phone. You can buy a new one for less than 80 dollars and a used one for 40 dollars.
