Here’s the service manual for the laptop. (A Dell Vostro 1014 is the same as a Vostro PP38L).
The manual shows how to remove/replace most of the major components.
To find a new battery, search online for Dell Vostro PP38L battery to find suppliers that suit you.
The laptop only supports a maximum of 4GB DDR2-800 (PC2-6400) SODIMM OR DDR3-800 (PC3-6400) SODIMM ram in 2 slots i.e. 2 x 2GB. It depends when the laptop was manufactured. <Jan 2011 is DDR2, >Jan 2011 is DDR3. Check what is installed at the moment by looking at the information on the ram module itself and then search online using the information to see what it says about the type
You should be able to replace the HDD with a 2.5” sata SSD to improve performance. Here’s a link just to show what SSD options are available. There are other suppliers that may suit you better.
To install a camera module (supplier example only), see the removing / replacing the display assembly section of the service manual. Search for Webcam Camera M0V04 to find other suppliers that may suit you better.
You may find after doing all this and installing Win10 (pay for a Win10 licence?) that it is a bit slow. It should work but its performance will be limited by the amount of ram and the motherboard. In computer terms it is quite old (10+ years) and may be showing its age
