My computer doesn't work every time I try to turn it on

No my computer doesn't work every time i try to turn it on it just shows up blue at the bottom and I don't know if i need a charger or what

Please verify the make and model number of the laptop?

What shows up blue at the bottom, the screen or an indicator light on the laptop?

Are there any indicator lights on at all when you start the laptop? If so which ones?

Have you tried a charger if it doesn't work when on the battery only?
