My screen is not responding, cannot control it, lines down the screen, flashes unwanted pages at me! Battery old but is this a sign of dying battery

This very well could be the signs of a dying battery but maybe something is going on with the board I would take it to a specialist soon if they can't fix it they should not charge you.
