I don't know the camera but looking at the service manual there's a capacitor in the flash unit that is charged up to fire the tube producing the flash. (See Strobe board circuit on p.9 (of 16) of the service manual)
Perhaps it has gone faulty or there's a charging/operating problem for the strobe board
You could always try the Method for Initializing the Flash Error procedure as shown on p.5 and see if that resolves the problem.
If still no good there's a disassembly procedure beginning on p.6 that may help.
I think that the part number for the Strobe board is Sony A-1249-950-A (see Item #52 on p.11) but this is the only supplier that I could find online.
