Charging light blinking and not turning On

Is it blinking continually or is there a pattern to the number of blinks e.g. 3 blinks > small pause > 3 blinks > pause etc.

A continually blinking power light is an indication that the laptop is in sleep mode.

Try either force stopping and shutting down the laptop by holding the Power button until it shuts down completely and then restart the laptop in the normal way

or

Try opening and closing the lid a few times and check if the laptop comes out of sleep mode by itself.

If still no good try to reset the BIOS to default in case there are any corrupted settings which may prevent the laptop from functioning correctly.

First try disconnecting the charger, if connected and then press and hold the power button on the laptop for 30 seconds and release. Reconnect the charger and check

If still no good open the laptop and disconnect the battery cable from the motherboard, press and hold the Power button for 30 seconds and then release the button. Reconnect the battery, reassemble the laptop, connect the charger and check that it initially charges OK.

If it still won’t charge correctly then you have a motherboard problem

If it starts to charge allow it to charge fully before attempting to start the laptop.

If it starts OK allow it to boot all the way to the Windows desktop and allow the HDD activity to settle before checking things.
