Why are all 3 usb ports dead

Yes all three. If I out batteries in my controller and and plug it into the usb port it does like a buzz buzz vibration every like 30sec but it's constant if that makes sense. But it sucks bc I can't use external HD or anything.

Hi Steven! I'm afraid that the USB IC need to be replaced on the motherboard to get your USB ports back to working.

Do you have any soldering skills? If not, you can bring it to a local repair shop and ask them to do the repair for you!

Ehhhhh not really I used an originak xbox one to practice and it didn't got too well but I have a whole series s taken apart bc the hdmi port and traces were messed up and then I got the one I use now.

So all of them are no longer working? Then it must be the USB controller on the motherboard which required to be replaced.

@stevengeorge @dan0 looks like U407 got a "bit toasty". U407 is a TPS2001D USB power switch in a SOT23-5 package. It is available at mouser.com as well as digikey.com and many other places. Hope that is the one you both were referring too. Just in case, the capacitor just above it, is C1701 which is a 0.1µF 10% 25V capacitor in a 0201 package.
