MacBook Air late 2008 keyboard not working so unable to boot from usb

I recently purchased a late 2008 MacBook Air from eBay for my collection.

The internal SSD is blank, so I went to reinstall macOS lion and found that both the keyboard and the keyboard backlight aren’t working. I have also tried a USB keyboard.

After opening up the laptop it looks like maybe the keyboard may have some light water damage. Would replacing the top case fix the non working keyboard? The logic board looks perfect and doesn’t have any traces of water damage.

Is there anyway to force the Mac to boot from usb without the use of the option key? I just want to test the Mac to make sure it works before spending any money on parts.

Using a USB keyboard and access the power pads on the logic board you should be able to finish evaluating the systems condition. Reference this for the location of the pads MacBook Air Power-On Pads – Location & Use

If you can get the system to boot up, I would first install this App CoconutBattery to see the batteries condition and then run the onboard diagnostics, restart the system and then Press the keyboards D key to enter. Reference: Mac startup key combinations
