Why The battery indicator blink when plugging in the charger

The handling has been done by repairing the lines, IC power and replacing the charging adapter. if the battery is fully charged it is normal, when the battery is below 10-15% it is lagg. Can anyone explain or suggest improvements without having to replace the main board? please😭 Indicator blink
