Whirlpool WRS571CIDM01 not cooling, compressor and condenser fan dead

My Whirlpool WRS571CIDM01 is not cooling. The compressor and condenser fan are not running. I checked for 120V on the red and white wires on the connector feeding the starter relay but there is no power coming to the relay. I checked for 120 V on the control board. There is 120 V on the black and white wires on the top right side connector, but no power on the red and white wires. Do I have a bad control board?

The refrigerator makes some clicking sounds when it is plugged in (probably relay/s on the control board). The lights seem to be OK and the front control panel seems to be working OK as well. The evaporator fan on the freezer side is running.
