I dropped my dell phone and the next time I wanted to use it there were black smudges around the edges and a line across the screen. What options do I have? Also note that I bought the streak from ebay and I think that I may not be able to invoke warranties.

You will need to replace your LCD. Here is a parts list from Dell for your Streak. With that you can get your part number and order directly from Dell. You will be able to find parts on eBay or maybe one of these places here and here. Instructions for display replacement are here.
